Texas Legislative Debate to Ban Local Governments from Gun “Buybacks” Frequently mentions Our Research

Texas House Bill 3053, introduced in the 2025-2026 legislative session, prohibits municipalities and counties running firearm “buyback” programs. The bill aims to prevent these programs from removing firearms from circulation and thus reducing civilian firearm ownership. If people want, they can sell their guns to others such as a gun store. The bill passed the Texas House with bipartisan support, by a 85 to 56 vote, and was forwarded to the state Senate.
