Over one-quarter of non-citizens disqualified from Philadelphia juries were registered to vote

Scott Presler (of Early Vote Action) documented in-person review and transcription of Philadelphia County non-juror (disqualified juror) records in late July 2026. He reported typing 1,935 records from a total of about 6,944 non-citizen-related disqualifications since the start of 2026, then cross-referencing them against voter rolls and identifying “HUNDREDS of potential non-citizen voters” (one related account described roughly 500 matches from the 1,935, or slightly more than one-fourth).

The Department of Homeland Security had separately flagged around 14,576 potential non-citizen names on PA’s public voter database.

The group says its team will soon head to courthouses in Allegheny and Butler counties to view their so-called “non-juror” lists because administrators haven’t shared digital versions of the files in response to its request. The non-eligible juror list for Chester County, Pennsylvania, is 65 pages long. Presler notes: “If this is happening in Chester County, it’s happening everywhere.”

They shared the data with the Department of Justice, prompting Philadelphia to purge over 55,241 Democrats and 23,832 Republicans in one weekend (70% of the total removed were Democrats), a net loss for Democrats by 31,409 and narrowing the party’s statewide registration lead from 56,006 to 25,811 over Republicans. Yet, this purge was related to those that had been inactive voters for a while, not due to citizenship issues.
