The Bureau of Justice Statistics shows that more people report being victims of crime, even as crime rates ostensibly fall. That’s because, as John R. Lott has masterfully shown, nearly one-third of police departments have stopped reporting crime data to the FBI. Los Angeles, New York, Baltimore — some of the cities most associated with rising crime — no longer shine a light on how bad things are. What’s more, arrest rates are falling nationwide, which leads people to report crime less often. Why call the police when you don’t think criminals will be held accountable? . . .

Economist John Lott’s research shows that the overwhelming majority of mass shootings since 1997 have taken place in gun-free zones. Critics fall back on the claim that more mass shootings occur in private homes than in designated gun-free zones like schools. That may be true, but it says nothing about whether gun-free designations for particular locations lead to fewer mass shootings. Simple numeric comparisons are misleading; private homes in the U.S. greatly outnumber designated gun-free zones, of course, and people spend more time in their homes than in houses of worship. . . .

Another reason crimes reported to the police are falling is that arrest rates are plummeting. If victims don’t believe criminals will be caught and punished, they won’t bother reporting them. According to the FBI, if you take the five years preceding Covid-19 (2015-19) and compare them with 2022, the percentage of violent crimes in all cities resulting in an arrest fell from 44% to 35%. Among cities with more than one million people (where violent crime disproportionately occurs), arrest rates over the same period plunged from 44% to 20%.

In a new column at the Tennessean, Goeser shares the painful memory of her husband Ben’s murder in a “gun-free zone”; killed by a man who was stalking Goeser, and who chose to carry out his attack while the couple were hosting a karaoke night at a bar, where firearms were prohibited by law at the time. Though Goeser had a concealed carry license, she chose to comply with the law and leave her gun locked in her car that night. Her husband’s killer, on the other hand, had no qualms about violating the “gun-free zone”. As Goeser writes, while her story might be unique, killings in “gun-free zones” are all too common. . . .
