Up until now it has been virtually impossible to get a concealed handgun permit in Puerto Rico. The new law has them move to right-to-carry, with a $200 fee, though that is about four times higher than the national average and will mean that lower income individuals, the ones who most need the protection, will be the ones least able to afford the fee.
