According to John Lott’s Crime Prevention Research Center, most mass shootings with 15 or more casualties since 1970 took place outside the U.S., including France and Norway that strictly regulate guns. . . .

This has been picked up in other places such as the Arizona Daily Star (Tucson, Arizona).

Technically, the point should have been that the per capita rate of these attacks and the fatality rate for these attacks is much higher in most of the rest of the world and the European Union.
