Many of Israel’s rules for issuing guns are also overlooked or gotten around (such as strictly limiting carrying permits to those who lived in certain areas).

Israel is a “may issue” country and very restrictive.
You have to be interviewed and tested. And then, you can only own one gun and one box of bullets, at a time, that you have to buy at a range. Their selection of guns is limited. The people likely to be granted a gun are those living in Judea or Samaria (West Bank) or a border community. In last few years, that has loosened a bit as the Arabs started a stabbing rampage in certain areas.
