Copy of Kolbe v. Hogan en banc opinion from federal Fourth Circuit Court of Appeals in Richmond

The case was decided on almost a perfect party line vote.  There were 10 Democrats and 4 Republicans hearing the case.  The vote was 9 Democrats and 1 Republican in favor of the ban on “military-style” rifles and 3 Republicans and 1 Democrat against it.…

Wyoming looks likely to pass Campus Carry and allowing permitted concealed handguns in government meetings, including state legislators
